نیا قانون Naya Qanoon (The New Law)

अपने अड्डे पर तांगेवाला मंगू ख़ुद को और बाक़ी तांगेवाले भी उसे एक बड़ा अक़लमंद आदमी समझते थे, हालाँकि तालीम के लिहाज़ से वह किसी स्कूली बच्चे के बराबर भी नहीं था और उसने कभी स्कूल का मुँह तक नहीं देखा था। फिर भी दुनिया-जहान की तमाम बातों की उसे अच्छी-ख़ासी वाक़फ़ियत होने का दावा था, और उस्ताद मंगू इन बातों से पूरी तरह वाक़िफ़ रहता था।

At his tonga-stand, Mangu believed himself, and the other tonga-drivers too considered him, a very wise man, even though in terms of schooling he was not equal to even a schoolchild and had never set foot in a school. Yet he claimed a wide acquaintance with all sorts of worldly matters, and Ustad Mangu kept himself well informed about such things.

कुछ अरसा पहले उस्ताद मंगू ने एक सवारी से सुनी-सुनाई बात के आधार पर यह पेशीनगोई की थी कि गामा चौधरी को जंग (झगड़े) में अदालत से सख़्त झिड़की/सज़ा मिलेगी - और यह बात सच निकली। जब गामा चौधरी ने ख़ुद उस्ताद मंगू से पूछा कि उसे यह बात कहाँ से मालूम हुई, तो मंगू ने बड़े रोब से जवाब दिया कि उसे तमाम ऐसी बातों की पहले से ख़बर हो जाती है। इसी वाक़िए से अड्डे के तमाम तांगेवालों में उस्ताद मंगू की एक अजीब साख बन गई थी - लोग उसे हिंदोस्तान-मुस्लिम फ़साद और सियासी मामलों की भी गहरी समझ रखने वाला मानने लगे थे।

Some time earlier, Ustad Mangu had made a prediction - based on something he had overheard from a passenger - that Gamma Chaudhry would receive a harsh rebuke or punishment from the court over a dispute, and it had come true. When Gamma Chaudhry himself asked Mangu how he had known this in advance, Mangu answered with great self-importance that he always got wind of such things beforehand. This incident gave Ustad Mangu a strange standing among all the tonga-drivers at the stand - people began to think he had a deep understanding of Hindu-Muslim tensions and political matters too.

उस्ताद मंगू को अंग्रेज़ों से बड़ी गहरी नफ़रत थी - वह उन्हें हिंदोस्तान पर हो रहे तमाम ज़ुल्मों की जड़ मानता था और मौक़ा मिलते ही उन्हें बुरी तरह गालियाँ देता, कोसता रहता था। मगर एक अजीब तज़ाद यह था कि उसे गोरों की सुर्ख़-व-सफ़ेद रंगत बिल्कुल नापसंद नहीं थी - जब भी वह किसी गोरे का सुर्ख़-सफ़ेद चेहरा देखता, उसे मज़ा-सा आता, हालाँकि उसे यह ठीक-ठीक मालूम नहीं था कि ऐसा क्यों होता है। जब कोई गोरा शराबी होकर उसके तांगे में सवार होता, तो वह सारे रास्ते उसकी तबीयत का ख़याल रखता, यहाँ तक कि उसे सिगरेट सुलगाकर तक पिला देता।

Ustad Mangu harboured deep hatred for the English - he considered them the root of every wrong being done to Hindustan and cursed them roundly whenever he got the chance. Yet a strange contradiction was that he was not at all averse to their fair, ruddy skin - whenever he saw a fair English face, he felt a certain pleasure, though he himself could not quite say why. When a drunken Englishman rode in his tonga, Mangu would look after his comfort the whole way, even lighting a cigarette and handing it to him to smoke.

एक शाम एक मारवाड़ी सवारी के साथ बातचीत के दौरान उस्ताद मंगू को यह बड़ी अहम ख़बर मिली कि 1 अप्रैल से हिंदोस्तान में एक 'नया क़ानून' (नया आईन) नाफ़िज़ होने वाला है। उसने यह भी सुना कि इस बारे में मारवाड़ी लोग आपस में यह बहस कर रहे थे कि नया क़ानून पास होने से हिंदोस्तान की हालत में कोई फ़र्क़ पड़ेगा या नहीं। यह ख़बर सुनकर मंगू के ज़हन में यह बात मज़बूती से बैठ गई कि इस नए क़ानून से हिंदोस्तान को आख़िरकार आज़ादी मिल जाएगी, और यह ख़याल उसके पूरे वजूद में एक ख़ास मसर्रत (ख़ुशी) की लहर बनकर दौड़ता रहता था।

One evening, in conversation with a Marwari passenger, Ustad Mangu learned the important news that from 1 April a 'new law' (a new constitution) was going to come into force in Hindustan. He also overheard the Marwaris arguing among themselves about whether the passing of this new law would actually make any difference to Hindustan's condition. Hearing this news, the idea took firm root in Mangu's mind that this new law would finally bring Hindustan freedom - and this thought kept running through his whole being as a wave of special joy.

उस्ताद मंगू रोज़ अपने अड्डे पर दूसरे तांगेवालों से नए क़ानून के बारे में गुफ़्तगू करता। उसे मौजूदा सोवियत निज़ाम की सरगर्मियों के बारे में जो थोड़ा-बहुत सुन रखा था, वह भी इसमें मिला देता। असल में मंगू को 'नए आईन' (गवर्नमेंट ऑफ़ इंडिया ऐक्ट) और 'फ़ेडरेशन', 'इंडिया ऐक्ट' जैसी अंग्रेज़ी इस्तिलाहों की ठीक-ठीक समझ नहीं थी, फिर भी वह बड़े ज़ोर-शोर से अपनी राय पेश करता कि यह नया क़ानून हिंदोस्तान की तक़दीर बदल देगा - अमीर-ग़रीब का फ़र्क़ मिट जाएगा और हिंदोस्तानियों को अपने मुल्क की बागडोर ख़ुद मिल जाएगी। उसने कुछ बैरिस्टरों को आपस में यह गुफ़्तगू करते सुना था कि नया क़ानून वाक़ई कोई बड़ा फ़र्क़ नहीं लाएगा, मगर मंगू ने उनकी बात को सिर्फ़ हिक़ारत (हिक़ारत/तंज़) की नज़र से देखा और अपने ख़याल पर क़ायम रहा।

Every day at his stand, Ustad Mangu would discuss the new law with the other tonga-drivers. He mixed in whatever little he had heard about current Soviet developments as well. In truth, Mangu did not properly understand the English terms like 'new constitution' (Government of India Act), 'federation', and 'India Act' - yet he argued forcefully that this new law would change Hindustan's destiny: the gap between rich and poor would vanish, and Indians would finally get the reins of their own country. He once overheard some barristers discussing that the new law would not really make much difference at all, but Mangu dismissed their opinion with contempt and held firmly to his own belief.

जैसे-जैसे 31 मार्च ख़त्म होकर 1 अप्रैल की सुबह शुरू हुई, उस्ताद मंगू ख़ुशी से जल्दी उठा, नहा-धोकर अपने तांगे और घोड़े को नए क़ानून के जश्न के लिए ख़ास तौर पर सजाया - नई कफ़नी, फूल, नई सज-धज। उसे यक़ीन था कि आज बाज़ार में हर चीज़ बदली हुई नज़र आएगी। मगर बाहर निकलकर उसने देखा कि शहर बिल्कुल वैसा ही है - वही दुकानें, वही भीड़, वही ग़रीबी, कहीं कोई फ़र्क़ नज़र नहीं आया। इस बात ने उसे बेहद हैरान और मायूस कर दिया; वह सोचता रहा कि आख़िर नया क़ानून आया कहाँ है।

As 31 March gave way to the morning of 1 April, Ustad Mangu rose joyfully, bathed, and decorated his tonga and horse specially to celebrate the new law - fresh trappings, flowers, new finery. He was certain that today everything in the bazaar would look transformed. But stepping outside, he found the city exactly as before - the same shops, the same crowds, the same poverty, no difference anywhere. This left him deeply astonished and disappointed; he kept wondering where exactly this 'new law' had actually arrived.

उसी दिन अदालत के पास से उस्ताद मंगू को एक अंग्रेज़ (गोरा) सवारी मिली, जो अपने अड्डे तक जाना चाहता था। रास्ते में किराए को लेकर दोनों में तकरार हो गई - गोरा साहब ज़्यादा किराया देने को तैयार नहीं था। नए क़ानून की ख़ुमारी में मस्त उस्ताद मंगू, जो सोच रहा था कि अब गोरे और हिंदोस्तानी बराबर हैं और उसे किसी से डरने की ज़रूरत नहीं, गोरे से बेझिझक उलझ पड़ा और बदतमीज़ी से जवाब देने लगा - ऐसी हरकत जो वह नए क़ानून से पहले कभी करने की जुर्रत न करता।

That same day, near the court, Ustad Mangu picked up an English (gora) passenger who wanted to go to his stand. Along the way an argument broke out over the fare - the Englishman was not willing to pay the higher amount demanded. Intoxicated with the idea of the new law, and thinking that the English and Indians were now equal and that he need fear no one, Ustad Mangu confronted him boldly and answered back rudely - something he would never have dared to do before the new law.

बहस बढ़ते-बढ़ते हाथापाई में बदल गई और उस्ताद मंगू ने ग़ुस्से में आकर गोरे सवारी को बुरी तरह पीट डाला - बार-बार चिल्लाता रहा, 'पहली अप्रैल, नया क़ानून, ...हमारा राज है अब!' जैसी बातें। शोर सुनकर आस-पास भीड़ जमा हो गई, और थोड़ी ही देर में पुलिस भी वहाँ पहुँच गई। मगर पुलिस ने गोरे को नहीं बल्कि उस्ताद मंगू को गिरफ़्तार कर लिया और उसे हथकड़ी पहनाकर थाने ले चला।

The argument escalated into a scuffle, and in his fury Ustad Mangu beat the English passenger badly - shouting again and again things like 'first of April, new law... it is our rule now!'. The noise drew a crowd, and before long the police arrived too. But the police did not arrest the Englishman - they arrested Ustad Mangu, handcuffed him, and led him off to the police station.

रास्ते में भी उस्ताद मंगू थाने की तरफ़ जाते हुए बार-बार 'नया क़ानून, नया क़ानून' चिल्लाता रहा। इस पर साथ चल रहे किसी सिपाही ने तंज़ करते हुए कहा कि नया क़ानून चाहे जो भी हो, है तो वही पुराना ही। इसके बाद उस्ताद मंगू को हवालात में बंद कर दिया गया - कहानी यहीं ख़त्म होती है, इस तंज़ के साथ कि ग़रीब आदमी के लिए क़ानून चाहे नया कहलाए, उसकी असली ज़िंदगी और बेबसी बदस्तूर पुरानी ही रह जाती है।

Even on the way to the station, Ustad Mangu kept shouting 'new law, new law'. At this, one of the accompanying constables remarked sarcastically that whatever the new law might be, it was still the same old one. Ustad Mangu was then locked up in the police lockup - and the story ends there, with the irony that however 'new' the law may be called, for the poor man his real life and helplessness remain exactly as old as before.
